Cannot Install SQL Server 2008 Management Tools on Windows 7 32 bit

just upgraded to Windows 7 Ultimate (32bit) from Windows Vista. Because of the upgrade advisor warning, you uninstalled SQL Server 2008 Express prior to installation of Windows 7. Tried several times to install SQL Server, and it installs every portion except for the management tools. You get the same error each time:
Error 1316.A network error occurred while attempting top read from the file: C:\Windows\Inst
The Registry holds information about installer file locations from previous installations. In some cases, these files are no longer
there.
One quick fix for this is to locate the particular file that is missing (you can
execute the installer with the "/x" option to extract all files) and place it in the exact location where
the error was reported.
