Publisher - Cannot move mail to .pst after upgrade from Office 2K3 to 2K7

At the outset, let me say thank you for considering my post and I've thoroughly searched, reading all viable hits.
SITUATION:  Our Employer used to allow personal PST in Microsoft Exchange Outlook 2003, then prohibited them but that was reversed by our changing their customized Registry Keys.  They upgraded to Outlook 2007 and we're still able to use personal PST by reversing their customized Registry Keys (changing DisablePST and PSTDisable from "1 or 2" to "0").  Unfortunately, they've updated a different Registry Key we're unaware of and this prohibits our ability to successfully execute Rules using COPY or MOVE operands and/or prohibiting us from manually "Drag and Drop" e-mail from their Microsoft Exchange INBOX to our opened personal PST.

OUR ATTEMPTS:  No alternative coding of MS Outlook RULE will resolve and yes, we found HotFix 949878 (  We've not tried that yet and we're unsure if there isn't something else prohibiting our effort.  Is there another Registry Key you can suggest that'd spoof our ability to accompish being able to MOVE and COPY incoming INBOX e-mail to our personal PSTl?

I had the same issue when my employer disabled the move between the mailbox & .pst archive I had. I am a mainframer, so I did not understand the technicalities of implementing this restriction. This is what I heard:

- They set up a group policy in Active directory level and using logon scripts, they pushed this policy in our local desktops.

After a bit of research & googling I found this to work:

  1. Click Start, click Run, type regedit, and then click OK.
  2. Locate and then click the following registry subkey: HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\14.0\Outlook\PST
  3. Right-click PstDisableGrow, and then click Modify.
  4. If the Value data box, is 1 --> This will PREVENT moving from mailbox to .pst
  5. If the Value data box, is 0 or the key PstDisableGrow does not exist (if you have it in your case rename this key to something else), and then click OK. This will ALLOW moving from mailbox to .pst
  6. Exit Registry Editor.
  7. Restart Outlook.

This should work. I tried mine and it works.


<version> --> Could be 10.0, 11.0, 12.0 or 14.0 depending upon your outlook version. Mine is Outlook 2010 so it was 14.0.

Check and let me know if it works.
