Windows Vista - error 403 (forbidden)

Hi,

Whenever I try to open internet explorer on my other laptop it says internet explorer cannot display the webpage. When I diagnose the connection problems it comes up with error 403 (forbidden).  I can not figure out how to fix this.  Thank you so much for any help you can give me.

This is usually caused by the incorrect proxy settings in your IE or you are trying to browse a web page which you don't have appropriate access.
