WCF/WF - The resource you are looking for does not have a handler associated wi

Hi,
I am trying a WCF application on Windows 7 Home Basic.
I am hosting my application using  IIS server. My inline service code in MyService.svc file is like:

<%@ ServiceHost Language="C#" Service="MyService" %>

using System;
using System.ServiceModel;

[ServiceContract()]
public interface IMyService
{
    [OperationContract]
    string SomeOperation(string myValue);
}

public class MyService : IMyService
{
    public string SomeOperation(string myValue)
    {
      return "Hello: " + myValue;
    }
}

My web.config file is like:

  <system.serviceModel>
    <services>
    <service name="MyService" behaviorConfiguration="serviceBehaviors">
      <endpoint contract="IMyService" binding="basicHttpBinding"/>
      <endpoint contract="IMetadataExchange" binding="mexHttpBinding" address="mex"/>
    </service>
    </services>
    <behaviors>
    <serviceBehaviors>
      <behavior name="serviceBehaviors">
      <serviceDebug includeExceptionDetailInFaults="true"/>
      <serviceMetadata httpGetEnabled="true"/>
      </behavior>
    </serviceBehaviors>
    </behaviors>
  </system.serviceModel>

I am getting following error:

"The resource you are looking for does not have a handler associated with it:"

Is this problem associated with IIS? I have activated IIS from windows features and wwwroot has been created but I could not find the 'Internet Information Services (IIS) Manager' under 'Administrative Tools' .

Any help will be thankfully accepted.
