This error occurs when you open a project that was configured to be run with IIS, on a machine that does not have IIS.

You would need to the install the following:
a) Internet Information Services,
b) IIS 6.0 Metabase,
c) IIS 6 Configuration Compatibility

Remember , if you are installing IIS after ASP.Net, you need to re-register ASP.Net. (Use the aspnet_regiis tool).
