ASP - msxml3.dll error '800c0005'The system cannot locate the resource specified

I have classic ASP file that displays an xml page, I am using it to display an RSS feed item on our home page (To minimise management complexities - I update a feed and it also updates the breaking news item on my homepage). The page works fine on my laptop but when I upload it to the server (ISP) it gives me the error "msxml3.dll error '800c0005'The system cannot locate the resource specified ". The ISP do not know how to resolve this. What can I do to resolve it.

May be the problem is the dll registration.
on command prompt yo can give

regsvr32 msxml3.dll

You can also check if some installed firewall is producing the error.
