Actually skins and themes are comes in web application. But you can have it in windows also. Use Themer for that. See this;

Themer is a component control that allows you to easily apply a group of settings to controls and, optionally, handle those controls' events.

Themer comes from the idea of CSS for web pages. The basic idea is Themer can apply it's settings to a Group, a specific control, or all controls of a certain type. Themer uses an XML file to keep its list of theme information. You can easily change the theme file to another file (for example, if you want to allow the user to change the theme or skin of your application).

The default Skins and Themes are for web applications only.

IF you want skins and themes for windows applications, then you have to use third party softwares like,

Hi

It's possible to write this from scratch on your own, but there are many .NET toolkits out there which provide the Skinning functionality.  One product is Component Factory.  It comes with a few skins which are saved in XML files and they get loaded into a Palette manager.  You can use a tool to create your own palettes.  You can try it for free:

You wont be able to apply theme or skin for any windows application. For that you need to design one template form. And need to copy that form to maintain theme for that application.

Basically u need to use third party tool for this so that you can apply theme.
