Exchange Server - Unable to receive email from some domains

I have a server running Exchange 2007.  I recently had to change my external IP address and I'm not able to receive email from some domains.  The senders from those blocked domains
received the email below... I would appreciate any  guidance on how to start troubleshooting/fixing this error...

MX may not have updated for all locations. You may have to wait until 24-48 hours for MX to propagate all over, then if you still face this issue let us know.
