Windows XP - Quickbooks won,t load / error code 7149

 My computer crashed and I had to reinstall Windows XP.
Installation completed successfully, but lost all software programs in the process.
Finally was able to reinstall Quickbooks. It will start loading but it will not finish - 
comes up with an error report - code 7149. Submitted this error code to quickbooks
with no response. 
 Do you have any suggestions that may help?
