Windows 7 - license storage not working, Windows Media Player 12

I can no longer download audio books from the library - and receive a message that says the license storage is not working.  How can I fix this?

The message is:
You are not currently loicensed for this operation.  A problem has occurred in the Digital Rights Management Component.  Contact Microsoft product support.

Hi, if you desire to fix the issue with license storage , please follow the steps outlined below to reset the DRM components on your computer.

1. Follow this link: 
http://www.napster.com/client/drmreset/DRM_reset.exe



Choose Open 
Follow the on-screen instructions. 



2. Start Napster and try to play some tracks.
