I have just bought a new computer with Windows 7. What procedure do I need to follow to be able to type French accents in the Windows Live Mail?

You would need to install the French keyboard and just switch back and forth.
On your taskbar on the lower right portion you should see the letters EN. Right-click on it and click on Settings. There under Installed services click on Add and look for French. Install and set whichever language you want to be your default.
You will be able to use either keyboard by clicking on the EN or FR and select the other one when you are typing in any application.

You can also get to it by opening Control Panel, under 'Clock, Language and Region"click on change keyboards or other input methods. then click on the Keyboards and languages tab. Finally click on Change Keyboards.
