C# .NET - Unable to connect to remote server

This is the error that i get

Error 3 Failed to update Web Reference 'localhost.Service'.
Error:There was an error downloading 'http://localhost:8081/Webservice/Service.asmx?disco'.
Unable to connect to the remote server
No connection could be made because the target machine actively refused it 127.0.0.1:8081
There was an error downloading 'http://localhost:8081/Webservice/Service.asmx?disc(0x80131509)

when i try login it says the same thing. this project is still in developement stage so it is not on the net as yet. my code should be right im using an .accdb and my provider is

connString = @"Provider = Microsoft.ACE.OLEDB.12.0;


can anyone help please

Hello,

Turn off your firewall.

 If it works, then your firewall is blocking something and you can then do some investigation to figure out exactly what. Once you know that, you can add a rule that opens up whatever your firewall is blocking.

According to this page, it could also be that another program is attempting to access the same socket. 

Perhaps you are not closing the socket correctly before creating a new one, so you are stepping on your own toes. Or maybe another program is attempting to access the same remote server.

 Not quite sure, but those are some ideas for you to look into.
