Outlook - How do I permanently disable the To-Do Bar in Outlook 2010?

I'd like to be able to permanently disable the To-Do bar in Outlook.
After I turn it off in its options, when I click on a message and choose 'reading' view then go back to 'normal' view, the To-Do bar re-appears. This happens consistently without fail. This happens on 32-bit and 64 bit Office 2010. Everyone who replies tells me I'm wrong and it doesn't happen with them, but I have not seen one shred of evidence that this is true. The To-Do Bar ALWAYS re-appears when switching from 'Reading' view to 'Normal' view or vice-versa.
I'd like to turn if OFF permanently.
I've searched online but haven't found how to turn off the To-Do bar permanently. Any suggestions?

You can tutn off your TO-DO bar by using the following options.
Go to the View menu and then click on the To-Do Bar option in it. Now it will provide some options . From those options select OFF. and then the To-Do pane disappears. I have tried it . It works for me. Please try it. It doesn't reappear as you said.
In short View -> To-Do Bar -> Off. (or) Alt + F2.
