ok my problem is this...
                                  i have a compaq notebook nx9420. i install windows 7, fine. i install updates, including a driver for my grapics, fine. however i have a radeon mobility x1600, which is quite old, and am not able to find a catalyst centre anywhere for it. i need this as i want to plug my laptop into my old tv, using s video out. i have done so and has picked up the tv, however the region is wrong, as it always is. on my old laptops i have had a control centre where i can change the region, e.g. to nstc j, pal m, etc., and eventually get a picture with the right colour co ordination. but for one i cannot find this option on windows 7 and second, i am not able to install any control centres compatible in any way to operate the graphics card ( or so i think).
i know there is a way of doing this but i am out of ideas and require a proper experts help.....

try to install nVedia driver. nVidia releases two drivers: one US and one International.  I am pretty sure that part of the reason they do this is that NTSC is ~30 (29.9?) fields/sec and PAL and SECAM are 25 fields/sec.  So there ARE differences in the s-video output.

im pretty sure radeon is an ti graphics card, and i have tried to downkload the catalyst centre, as i know that has the option to change from ntsc to pal, but i cant find a compatible one for windows 7.
