SharePoint - Acivate "Office SharePoint Server Publishing Infrastructure"

Hi,
I dont seem to understand what the problem is. " Site Collection Features" is not on my Site Settings list, and therefore cannot find "Office SharePoint Server Publishing Infrastructure" to activate. The list below is what i see when i click on site settings. I am trying to activate the "Office SharePoint Server Publishing Infrastructure" so I can migrate a document library from one site to a subsite.

Site Administration

Regional settings   Site libraries and lists   Site usage reports   User alerts   RSS   Search visibility   Sites and workspaces   Site features   Delete this site   Related Links scope settings

HI i understood your problem , i think you are using share point 2010 ,

see dont check for " Site Collection Features" in
                                     siteactions ->site settings -> Site administrator

  The " Site Collection Features" will be there in
                                    siteactions ->site settings ->Site Collection  Administrator
