I use "Department" to help identify my contacts.  In Department, I have two key identifiers, HS and HS-new. There may be one or two more identifiers in that same Department field.   When I do my searches in Contact, I find 38 names.  When I conduct the search in MailMerge, I find only 16 names under "HS" and none under HS-new. In fact, when I search for HS-new, it finds nothing.  Again, the problem occurs only when filtering in MailMerge.

You should have posted this in Office section. You would have got better answers. 

When you open the mail merge window from the menu, you would see an option that would set some default rules for picking the contacts. One would read "all contacts", and other being "selected contacts". You would need to switch to "all contacts". This must resolve the missing names issue - 38 vs 16. 

On the filtering - there could be some other filter, which is removing your current records. But not completely sure though.
