 Is there any shortcut for gaining access for cmd promt from a system which do not have access to "Run"cmd, locked desktop, disabled right click frm mouse...

This is most likely a Group Policy setting in Active Directory.  cmd.exe is in c:\windows\system32 but I doubt if the security settings would let you launch it anyway.

But how to gain access to "C:/" , is there any alternate method for accessing it if it is blocked..

Same answer applies.  This is fairly common Active Directory lockdown of a machine.  Even if you were successful at getting around it, when the PC reboots, the security settings will be reapplied.
