Windows 7 - am I able to create folder on Window7 machine through asp website?

We are using Activex in asp site,which creates the folder in User hard Drive "C" and create some file in the created folder.But in Windows 7 machine Activex is not working.To run the activex Admin rights require and also I guess Windows7 doesn't allow to create folder on user machine.
Is my activex will work without Admin rights & how can my website access the user hard Drive in Win7?

The answer is no. If you are using asp.net application then you won't have access to any other folder other than the deployed folder and temp folder of asp.net. This may work if you run the application local deployment server/development server as the engine as the rights to your local folder. Once you have hosted the application in a hosting server you will get access denied message.
