C# .NET - Notification system, send message from windows form

I need to develop a notification system, that send notification to a group of users, from admin that send this notification
from a windows for.

A pop up?  That's not a notification system that's a UI feature.  Look up JQuery UI for some examples on that.  I thought you were talking socket messaging or some way to transport a message from one system to another say through Sockets perhaps.

No, im sorry, not a pop up from browser, 
i mean a windows form, but in the moment that is a new update it will show up.
