You can change the Logon Screen Background in Windows 7 without editing registry or using any other additional softwares.
1. Open the OOBE folder from C:\Windows\System32\oobe\

3. Create a new folder named backgrounds in the Info folder.
4. Copy the image you want as Logon screen to this folder. It can be a jpeg or a bitmap.
